Open Question: Should I jailbreak my Iphone 3GS so I can use a European sim card when I am in France for a week?

I want to be able to have mobile web while I am traveling in Europe and create my own wifi spot. I understand I need to jailbreak the old 3GS. I have an iPhone 4 for emergency phone call, but I need to be on the web a lot and be mobile. I assuming AT&Ts rates for web roaming will be outrageous so I am interested in buying my web signal for short timeframe from European telecom. I can just insert their sim card in the 3GS?
